TLP together with the SMAPI kernel module (that TLP recommends) installed with sudo apt install tlp tp-smapi-dkms, then TLP enabled with sudo tlp start. It may be that the SMAPI kernel module enables the more frequent updates, as it provides a different way to access and configure the battery.

I have acquired a second hand Uninterrupted Power Supply (UPS) that I have refurbished (new battery) and hope to use with my Ubuntu 12.10 system. It's a SOLA 330 with serial out.
