I believe the ends of the hair were left outside of the stitch so that the hair could be pulled from the wound at a certain point during healing.

Dueling scars or "mensur" scars weren't just a movie trope for Nazis but a badge of honor that was encouraged. Sometimes intentionally stuffed with horse hair to worsen the scar. Via Mark Twain, that those nasty facial scars that German (nazi) officers always seem to have in the movies are historically accurate.
