It is contrary to the Flag Code, Section 8c, which reads the flag should never be carried flat or horizontally. The flag should not be used as a drapery, or for covering a speaker’s desk, draping a platform, or for any decoration in general. Bunting of blue, white and red stripes is available for these purposes.
In 1942, Congress established the current practice of rendering the pledge with the right hand placed flat over the heart. Section 7 of the Federal Flag Code states that when not in military uniform, men should remove any headdress with their right hand and hold it at the left shoulder, thereby resting the hand over the heart.
