A federal judge said the Trump administration must comply with a previous ruling requiring the government to unfreeze grant and loan funding.

U.S. District Judge John J. McConnell said the government has not restored funding in several programs despite his Jan. 31 order temporarily halting the freeze.

Attorneys general from 22 states had filed a lawsuit seeking to block the policy that would dramatically change NIH's grant-making terms by limiting how much it will disburse for costs such as equipment and administration.

A coalition of 22 attorneys general sued the federal government, claiming that the $4 billion in cuts would “grind to a halt” studies on cancer, heart disease and other conditions.

NIH announced that it was cutting indirect cost reimbursements at an across-the-board 15% rate, effective Monday.

The funding cuts would affect medical and scientific research at institutions including the UC and CSU systems, according to the AG's office.

A federal judge temporarily halted the Trump administration's radical changes to how the National Institutes of Health pays for biomedical research, putting on hold a plan to slash research funding paid out by the federal government.

The lawsuit, filed Monday in US District Court for Massachusetts, was co-led by Andrea Campbell and asserts that the Trump administration’s changes violate the Administrative Procedure Act.

The funds, known as “indirect costs,” help universities maintain expensive labs and other infrastructure. Trump’s administration seeks to cut that funding by roughly half the current amount.
