The Phoenix Police Department announced it's implementing a new use of force policy that will "clearly define" when officers can use force, as well as what needs to be done before, during and after an incident.

The new police added the terms “necessary” and “proportional” to the existing standard of “reasonable” so the new policy states that Phoenix Police employees “shall use only the force that is objectively reasonable, necessary, and proportional to effectively and safely resolve and incident.”
