Hi Atashin, lookout is at the summit where the restaurant is. Down below is the forest. You can park on the road between the summit and where the hiking trails start. There are hikers and cyclists on the track. If you are an experience runner may be you could run on the flat paths. There are a few inclines and some people do use walking poles.
